Unlocking the True Potential of Behavior-Based Safety Programs
Most BBS programs measure success by the number of behavioural observations made against a pre-set target (seldom 100%). Does this provide any insight into the effectiveness of the program? If the program is designed to be effective, then we have to ask what percentage of people at work take the precautions that are desirable? The first step in achieving this is mapping out the activity and identifying 'undesirable' behaviors. To put it another way, a successful BBS programs deconstructs tasks and activities, identifies and analyzes unsafe behaviors, defines desirable behaviors, observe and intervene/influence behaviors at the point of occurrence and also deals with the underlying problems. After all, behaviors don't occur in a vacuum.. there are interrelated conditions that enables it.
The chances of a BBS program being successful by just training and coaching people about psychosocial factors and drilling some jargon about cognitive biases are very slim. We will have yet another 'safety culture' improvement initiative with no traction.
